Dr Haik Nikogosian


Special Representative of the WHO Regional Director for Europe

Dr Haik Nikogosian is a public health expert and manager with vast experience at both national and international levels. He has held many leadership positions, guiding the development and implementation of public health instruments and policies, addressing major health challenges and promoting international cooperation for health. He is also known for his academic interests, and he lectures on global health instruments, diplomacy and governance.      

Dr Haik Nikogosian is currently Special Representative of the WHO Regional Director for Europe for strengthening multisectoral and multilateral cooperation for health and work at the intersection of regional and global health. Since July 2015, he has also been acting WHO Special Representative to the Russian Federation.   

Between 2007 and 2014, Dr Nikogosian served as the first Head of the Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC), with overall responsibility for leading work on this first global health treaty. His work involved laying the groundwork for the treaty institution and the mechanisms and instruments to support its implementation, including negotiations for and adoption of its first Protocol, a new international treaty in public health. 

Between 2000 and 2007, Dr Nikogosian held managerial positions at WHO/Europe, including Head of Noncommunicable Diseases and Lifestyles. He coordinated ministerial conferences on counteracting tobacco use and obesity and worked on regional strategies, action plans and frameworks on noncommunicable diseases, tobacco, alcohol, nutrition, physical activity, mental health and health in prisons. His work also included coordinating country assistance for health programmes.

 
In the 1990s, before he moved to international work, Dr Nikogosian served as Minister of Health and founding Chairman of the National Institute of Health of Armenia. He also held various academic and managerial positions in his country and internationally, with a leading role in innovative undertakings such as introducing multidisciplinary diagnostic services, nationwide health screening and international telemedicine.   

On the strength of his international experience, Dr Nikogosian has recently become involved in the Global Health Programme at the Graduate Institute of International and Development Studies in Geneva, Switzerland, including teaching the global and regional executive courses, focusing on global health instruments, diplomacy and governance.   

Dr Haik Nikogosian is a medical doctor and has a PhD and a professorship in medical sciences and a doctorate in health care organization and public health. He is a citizen of Armenia.
