Request for proposals: Costing and Financing of National Immunization Plans (2016–2020) in Armenia, Azerbaijan, Republic of Moldova, Tajikistan and Uzbekistan

WHO/Europe is seeking a supplier with a background in public health and health financing to conduct costing and financing analysis of national immunization plans in line with the methodology and guidance provided by WHO in "Comprehensive multi-year planning (cMYP) – A tool and user guide for cMYP costing and financing".
The availability of a costed multi-year plan on immunization is a condition for continuation of Gavi support provided to eligible countries. In this context, 5 eligible countries (Armenia, Azerbaijan, the Republic of Moldova, Tajikistan and Uzbekistan) have developed programmatic components of their cMYPs with technical support provided by WHO.
The next steps are:
- to cost the strategies and activities proposed in the cMYPs;
- to conduct funding gap analysis with reference to available funding inputs; and
- to develop financial sustainability strategies linked to scenarios developed for major cost-driving strategies, for example, the introduction of new vaccines.
This phase of work (costing and financing of cMYPs) requires the provision of external assistance to each country in a standardized and uniform manner by a consultancy firm/institution that has proven experience and developed skills in this area of work.
The overall objective of the work is to provide strategic guidance to national immunization programmes to achieve and maintain financial sustainability during the planned period and beyond.
