Ukraine: the challenge of rebuilding universal coverage in a time of crisis
Ukraine faces an economic and political crisis, and an ongoing conflict which has displaced over 1 million people. It is also struggling to adapt health services to become equitable, effective and efficient. These problems are compounded by the fact that no fundamental reform of the health system has been implemented since Ukraine gained independence in 1991 and successive governments have always struggled to overcome funding shortfalls and modernize the system to meet the population's health needs. Patients have to pay directly for many health services and essential medicines in Ukraine and this is a significant and rising barrier to accessing care.
