Voluntary health insurance: cross-country learning

The 34 profiles in this VHI study show that VHI is a complex and challenging policy instrument. Some countries have tried to promote VHI, with little success, or have moved away from it, while others (that already have substantial VHI markets) have stepped up efforts to make VHI more accessible and affordable, albeit that these interventions have not always been sufficiently effective. While VHI markets are highly context-specific, European experience shows that there is scope for cross-country learning.
