The judges' comments
The European Observatory on Health Systems and Policies is the joint recipient of the prestigious 2002 Baxter Award for its publication Funding health care: options for Europe. Each year, the European Health Management Association (EHMA) gives the Award to an outstanding publication and/or practical contribution to excellence in health care management in Europe. This is the second time the Observatory has been the recipient.
This is what the judges said about the book:
"It is rigorously academic in its approach, but at the same time it will be of very great value to policy-makers throughout Europe. Every chapter brings new insights, especially Bob Evans' chapter on "Funding health care: taxation and the alternatives". Funding issues are being discussed in almost all healthcare systems and this book will therefore be universally useful, informing decisions on funding especially if policy-makers want to change the system. While quite a number - but not all - of the things that are said in this book have been said elsewhere (in different places), nevertheless here they are said extremely well - this is a wonderful overview, which should certainly be on the book shelf of every healthcare policy maker. We would also feel that every manager who wants to understand the "big picture" would also be well advised to read this book. Once again, a worthy winner."
The joint winner of the award was John Ovretveit, author of "Action Evaluation"
