Pandemic Influenza Preparedness (PIP) Framework Annual Meeting held in the Russian Federation


The PIP Framework Annual Meeting was held on 21 September 2017 in St Petersburg, Russian Federation. It took place in conjunction with the Trends in Influenza Research Conference, which was dedicated to the 50th anniversary of the Research Institute of Influenza at the National Influenza Centre of the Russian Federation.

The Meeting brought together the national focal points for PIP project implementation and for influenza laboratory surveillance from 5 PIP priority countries – Armenia, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan (designated by participating Member States’ health authorities) – as well as consultants and representatives from WHO headquarters, WHO/Europe and WHO country offices.

The Meeting provided an update on the implementation of the high-level PIP Partnership Contribution (PC) Implementation Plan for 2013–2017. It also presented an update on the development and priority areas of the PIP PC Implementation Plan for 2018–2023.

Representatives from the 5 PIP priority countries shared their achievements since 2014, when the PIP PC Implementation Plan started, and the challenges they are encountering under the PIP Framework.

Participants discussed remaining gaps in pandemic preparedness in the PIP priority countries, explored challenges and ways to address them, and identified priority areas to be proposed for inclusion in the PIP PC Implementation Plan for 2018–2023. They also focused on ways in which Member States and WHO/Europe could facilitate the implementation of the PIP Framework to improve sustainability.

In general, national counterparts and representatives from WHO headquarters positively evaluated the achievements under the PIP PC Implementation Plan for 2013–2017, describing them as good practices and excellent examples of implementation.

The PIP Framework is a broad-based partnership to improve global pandemic influenza preparedness and response. The Framework was adopted by all 194 WHO Member States at the Sixty-fourth World Health Assembly in May 2011. WHO commenced implementation of the PIP PC funds in 2014.
