Republic of Moldova initiates development of national public health strategy


Public health strategy event in Republic of Moldova

Draft components of a national public health strategy were developed at a workshop on 2 August 2012 conducted by the Ministry of Health of the Republic of Moldova with support from the WHO Regional Office for Europe and the WHO Country Office. The new strategy will be based on the results of a self-evaluation survey of public health operations, services and activities, among other evaluations, and is in line with the European Action Plan for Strengthening Public Health Capacities and Services, as well as the new European health policy Health 2020.

Dr Andrei Usatii, Minister of Health, opened the event and underlined the importance of developing a public health strategy for the country: "Public health services should have strong leadership at local and national level and work together with other sectors to promote health, prevent disease and protect health". 

The event was attended by representatives of the Ministry of Health and other ministries, the National Centre of Public Health, State Medical and Pharmaceutical University, development partners and national experts. Participants presented and discussed main public health operations, including health protection and promotion, disease prevention, assuring a competent public health and personal health care workforce, core governance and health-related research. One part of the workshop was dedicated to the regionalization of public health services and public health laboratories. Discussions were facilitated by WHO Country Office representatives, a WHO/Europe expert and external consultants.

Foundations of the new strategy

The national public health strategy is expected to be defined and agreed upon by all relevant ministries by the end of 2012. It will integrate the results of ongoing or completed evaluations, including a self-evaluation of public health operations, services and activities; assessment of the legal framework in the public health field and of the level of European Union (EU) framework adjustment in the Republic of Moldova; and a national noncommunicable disease situational analysis.

This workshop and the on-going process of strengthening public health services are part of the EU-funded project on technical assistance to the health sector which is under WHO coordination and related to budget support to the Republic of Moldova.
