A workshop on legislative harmonization and transposition of the Acquis Communitare in public health in the Republic of Moldova
An inter-sectorial capacity building workshop was organised on 14-15 July 2011 to align the Moldovan legislation on food additives to the European Union standards. The workshop was conducted by the WHO consultant and WHO Country Office in partnership with the Ministry of Health of the Republic of Moldova. Specialists from the Ministry of Health and its national and regional subsidiary institutions, State Medical and Pharmaceutical University, Practical - Scientific Institute of Horticulture and Food Technology and from food industry took part in the two day workshop.
The workshop aimed to support the overall national efforts in strengthening public health services as integral part being harmonisation and transposition of the Acquis Communitare of the specific EU legislation through the national process and developments. Ministry of Health of the Republic of Moldova, jointly with WHO engages into the exercise of drafting new national legislation on food additives, as an example to the whole process of amending public health legislation and harmonizing it with European Union.
The specific objectives of the workshop were:
- To better equip stakeholders/people engaged in drafting process with knowledge of EU process, legislation, tools and mechanisms useful in this field;
- To exercise learning by doing legislative transposition, since a group of technical and legal national experts will be actually drafting the By-Law on Food Additives;
- To start and advance drafting By-Law on Food Additives.
The workshop and the following process of developing food legislation are part of the EU-funded technical assistance program under WHO coordination related to budget support to Republic of Moldova. The objectives of the program include revision of public health services framework.
