Addressing HIV/AIDS and TB through strengthening health systems in Tajikistan


The Ministry of Health, Tajikistan, in close collaboration with international donor organizations, is actively working on reducing socially significant diseases such as TB, HIV/AIDS and malaria. The successful implementation of the planned events requires effective leadership, knowledge of the new tendencies in health care policy, an understanding of concepts and a modern approach to the strengthening of health care systems.

In order to strengthen decision-making capacity to address communicable diseases issues, particularly TB and HIV/AIDS, through the strengthening health system (HSS), a 3-day national workshop on HSS concepts and approaches was conducted from 5-7 April 2011 with financial and technical support from WHO and Project HOPE within the implementation of a Global Fund to Fight AIDS Tuberculosis and Malaria grant.

The objectives of the workshop were to build knowledge in strengthening health systems and to teach modern approaches to planning and managing financial resources, with the goal of moving from fragmented and irrational methods of budget planning and management to approaches geared towards the reaching of strategic goals.

In total 45 decision-makers from health departments at the oblast and district level improved their knowledge on different aspects of the health system and shared their experience and lessons learned during their work. The workshop was facilitated by two international trainers on HSS, staff from the Ministry of Health and Ministry of Finance and the WHO Country Office in Tajikistan.

The workshop focused on the following:

  • health systems and their main problems and perspectives;
  • WHO health care structure framework: care provision, resource supplementation, financing system, strategic management ; and
  • forming an understanding of the necessity of strengthening health systems with the end goal of improving health indicators including TB, HIV/AIDS, malaria and other diseases.
On 7 April a round table on “Effective intersectorial cooperation for implementation of a national strategy on health systems development and national health sector programs” was conducted with participation of the Ministry of Health and other ministries and donors involved in combating TB and HIV in Tajikistan. The round table was as a logical continuation and follow-up of the national workshop on HSS and brought to the agenda all the issues raised during 3-day workshop.
