Call for expressions of interest in various consultancies on immunization planning, financing and costing and immunization advocacy and resource mobilization

The Vaccine-preventable Diseases and Immunization Programme (VPI) of the Division of Communicable Diseases, Health Security and Environment is seeking consultants (individual consultants and consultancy firms) for project-based work in the topic areas described below.

Programmatic support for development of comprehensive multi-year plans (cMYPs) in Armenia, Azerbaijan, Georgia, Kyrgyzstan, Republic of Moldova, Tajikistan, Ukraine and Uzbekistan.

The chosen candidate(s) will:

  • participate in a regional workshop on cMYP development with participants from targeted countries (Copenhagen, 27-29 April 2015) to get familiarized with the planned work;
  • provide technical support to countries in identifying their immunization programme objectives, strategies and key activities for the next five years, based on guidance provided in the European Vaccine Action Plan (EVAP) 2015-2020 and other in-country reviews, assessments and other relevant studies;
  • assist countries in drafting the programmatic component of their comprehensive multi-year plans in line with WHO guideline.

Required qualifications: Familiarity with the use of WHO guidelines on cMYP, working experience in the field of public health (and particularly in immunization) at national and/or international level. Work experience with WHO or another UN agency is desirable.

Technical support for costing of drafted cMYPs and identifying funding gaps based on secured and probable funding in Armenia, Azerbaijan, Gerogia, Kyrgyzstan, Republic of Moldava, Tajikistan, Ukraine and Uzbekistan.

The chosen candidate(s) will:

  • participate a regional workshop on cMYP development with participants from targeted countries (Copenhagen, 27-29 April 2015) to get familiarized with the planned work;
  • provide technical support to countries in costing the drafted cMYPs using the WHO cMYP costing tool;
  • identify secured and probable funding at cost category level;
  • conducting funding gap analyses;
  • developing financial sustainability strategies to minimize the identified funding gaps.

Required qualifications: Familiarity with the use of WHO guidelines on costing and financing of cMYP, international working experience in the field of public health (and particularly in immunization). Work experience with WHO or another UN agency is desirable.

Technical support to VPI in conducting in-country assessments to identify graduation-related challenges and developing action plans to address identified challenges in Armenia, Azerbaijan and Uzbekistan.

The chosen candidate(s) will:

  • assist the VPI team in conducting in-country assessments to identify challenges related to graduation from GAVI support (financial and programmatic) in mentioned countries;
  • assist the VPI team in developing country-specific graduation action plans that address identified challenges.

Required qualifications: Familiarity with programmatic and financial aspects of national immunization programmes in countries, international working experience in the field of public health (and particularly in immunization). Work experience with WHO or another UN agency is desirable.

Technical support to VPI in strengthening the advocacy and resource mobilization efforts countries must undertake to meet their programme objectives.

The chosen candidate(s) will:

  • assist VPI in finalizing immunization advocacy tools for countries – with technical guidance, templates, messages, data and illustrations that can be tailored to the national context and applied in resource mobilization activities;
  • assist VPI in developing a training package on resource mobilization for national immunization programme managers and staff;
  • participate in a training workshop on resource mobilization for immunization on 29 June – 3 July 2015 as presenter and group work facilitator.

Required qualifications: Familiarity with vaccine-preventable diseases and immunization programmes, good understanding of public health, international working experience in the field of public health (and particularly in immunization). Work experience with WHO or another UN agency is desirable.
