Promoting networking and action on healthy and equitable environments for physical activity (PHAN)

This project supported actions involving different sectors, such as transport, urban planning, education, tourism, sport and leisure that provide environmental conditions facilitating physical activity through all settings of daily life. PHAN placed a particular focus on children and socio-economically disadvantaged groups. 

Products include evidence-based guidance, tools, examples of good practices and platforms for networking on physical activity promotion to support Members States. 


  • Development of guidance on promoting physical activity in socio-economically disadvantaged groups
  • Development of guidance on effective promotion of physical activity among youth in their everyday life, with the engagement of youth representatives
  • Strengthening exchange on use of tools for integrating physical activity into city planning and into economic assessments
  • Further development and refinement of tools for planning and economic assessment of physical activity, based on lessons learnt from practical application
  • Strengthening networking and exchange on physical activity promotion through the European network for the promotion of health-enhancing physical activity (HEPA Europe). 

Main partners were the Transport, Health and Environment Pan-European Programme (THE PEP), HEPA Europe, the CEHAPE Youth Network and the WHO Healthy Cities Network.

PHAN ran from 2010 to 2012 and was co-financed by the European Commission Directorate General for Health and Consumers. It also contributed to achieving the targets set at the Fifth Ministerial Conference on Environment and Health and complemented a parallel WHO/DG EAC project on the promotion of health-enhancing physical activity through the sport sector (NET-SPORT-HEALTH).
