By the end of December 2002, 55 cities from 28 countries comprised the WHO European Healthy Cities Network in Phase III. The core themes were equity, sustainable development and social development, with a focus on integrated planning for health development.
The key deliverable was the city health development plan, which addressed inequality in health, poverty and health, social exclusion and the needs of vulnerable groups.
Cities were required to take systematic approaches to monitoring and evaluation. The main purpose of the evaluation of Phase III was to draw out lessons, case studies, stories and innovative ideas from the efforts and experiences of member cities.
