The WHO European Ministerial Conference on the Prevention and Control of Noncommunicable Diseases in the Context of Health 2020 was interactive and consisted of plenary meetings followed by facilitated dialogues and discussions among participants.
High-level officials from the Ministry of Health and Medical Industry of Turkmenistan, the host country, and the WHO Regional Director for Europe, Zsuzsanna Jakab, opened the Conference.
As a mid-term milestone since the adoption of the Political Declaration of the High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases and the Action Plan for Implementation of the European Strategy for the Prevention and Control of Noncommunicable Diseases 2012−2016, the Conference was an opportunity to advance the noncommunicable disease (NCD) agenda in the WHO European Region using documented experience and lessons learned in countries.
Themes discussed and explored at the Conference included:
- links between NCDs and the economic development of Europe in crises
- tobacco-free Europe
- national responses to NCDs.
The major policy outcome of the Conference was a declaration covering these three main themes. The declaration recorded commitment to joint action and is a concrete step in the implementation of the Global Action Plan for the Prevention and Control of Noncommunicable Diseases 2013–2020 and Health 2020.
