Maksut Kulzhanov is a professor at the Kazakhstan School of Public Health. In 2011–2013, he was Director-General of the Republican Centre for Health Development in Astana, Kazakhstan, the main activity of which is methodological and analytical support for health reform by the Ministry of Health.
He is the founder of the Kazakhstan School of Public Health, the first such school not only in Central Asian Region but also in the Newly Independent States. He was first Dean of this organization for almost 15 years and brought it into the international arena. As Deputy Minister of Health (1992–1997), he was one of the ideologists and founders of the health insurance system in Kazakhstan. He is an author of more than 200 scientific publications in Russian and English.
For many years, he has been a member of various international boards and presented the interests of national health at the international level. He is Chair of the Republican Medical Chamber in Kazakhstan.
