WHO/Europe provides intensive technical support to many Member States on health financing policy. The biennial collaborative agreements it signs every two years with Member States lay out any agreed objectives related to health financing. WHO/Europe then provides support through WHO country offices in a variety of ways: primarily through staff missions to countries to participate in policy dialogues but also, for example, through analytical work and the use of consultants. In addition, WHO/Europe often holds policy consultations. During 2009, for example, it discussed current work with delegations from Estonia, Poland, the Republic of Moldova and the World Bank.
