WHO/Europe´s support for health financing policy in Member States is guided by:
- a set of objectives derived from the health system goals presented in the world health report 2000, which provide the direction in which reforms should try to move the health system;
- a conceptual framework for analysing health financing systems in functional terms, which provides for country-specific analysis of the existing system, the starting point for any reform, and
- an analysis of how key contextual factors, particularly fiscal constraints, limit the extent to which a country can sustain achievement of its policy objectives, and may limit the range of policy options.
