
This is the latest in a series of evaluations of Estonia’s response to HIV conducted jointly by WHO and UNODC. The most recent one was conducted in 2008. Since then, there have been remarkable achievements. Most of the suggested recommendations have been accepted and acted on. The national programme has become much more focused, better prioritized and better managed. Valuable
lessons have been learned, that are useful beyond the HIV programme. Overall, the HIV programme in Estonia can be considered a very successful modern public health programme in Europe.
