Evaluation of the response to pandemic (H1N1) 2009 in the European Region

WHO/Europe, the European Commission and other European institutions have carried out multi-country evaluations of the pandemic response. WHO/Europe's evaluation involved a broad range of stakeholders at the national, regional and local level in seven countries across the Region. The purpose of this evaluation was to identify good practices in pandemic planning, as well as gaps that should be addressed in future work at the country level and by WHO.

WHO/Europe randomly selected seven Member States from the European Region to participate in the evaluation and WHO teams visited each country to interview representatives from health and civil response ministries, national public health authorities, regional authorities, general practitioners and hospital physicians. A total of 49 in-depth interviews were then performed, analysed and discussed during a workshop involving all stakeholders on 20-22 October 2010 at the WHO Regional Office in Copenhagen.

From this evaluation, WHO/Europe identified six consistent major themes, considered by respondents to have been essential elements of successful PPA: communication; coordination; capacity; adaptability/flexibility; leadership; and mutual support. While PPA were generally useful in relation to the response to pandemic (H1N1) 2009, in future PPA greater emphasis still needs to be placed on multi-sectoral planning and political support as well as improving planning for: communications; vaccine procurement and logistics; flexibility of response; use of diagnostic tests; and real-time surveillance.
