What is a Health for All policy?

It is a policy framework that:

  • is driven by the values of equity, solidarity and participation;
  • employs a broad vision of health, both within and beyond the health sector; and
  • is applied within national health systems.

Tradition and continuity

Health for All has been widely used by countries in the WHO European Region: as a blueprint for national health policies, inspiration for policy development or a starting point for setting national health targets. It has served as a source of ideas, a point of reference or a general orientation in the fields of values, health, human rights and ethics.
