Official launch of the “Evaluation of hospital safety in the Republic of Moldova” report

On 21 April 2011, the Ministry of Health of the Republic of Moldova and the WHO Office in the Republic of Moldova officially launched the summary report “Evaluation of hospital safety in the Republic of Moldova”. The event was chaired by the Minister of Health, Dr Andrei Usatii, and attended by hospital managers from the entire country, as well as ambassadors and representatives of international and donor agencies.  The event was an opportunity to exchange experiences and share best practices in developing national programmes for reducing the vulnerability of health facilities to the effects of natural disasters. 

“This unique exercise by its nature and scale offers us extremely important evidence for policy decisions on hospital sector reform. We should definitely pay more attention to safety criteria when talking about the restructuring of the hospital network and about the accreditation of hospitals” said Dr Andrei Usatii, Minister of Health.

Health is a major concern in all crises, disasters and complex emergency situations. Risk reduction measures to reduce the vulnerabilities of communities at risk and to increase their capacity to cope can effectively prevent and mitigate the health and social impact of disasters, emergencies and health crises. Hospital resilience and safety is one of the key priorities in preparing health systems to cope effectively with the health aspects of crises.

The report summarized findings of the nation-wide evaluation of the hospital sector in terms of resilience and safety, conducted with WHO support. Altogether, 66 hospitals were evaluated, using the “Hospital Safety Index” (HSI) tool, developed by the Pan American Health Organization, Regional Office of the World Health Organization. The Republic of Moldova is the first country in the WHO European Region to have applied this WHO-recommended tool throughout the country.

The meeting was conducted within the framework of the Biennial Collaborative Agreement 2010-2011 signed between the WHO Regional Office for Europe and the Government of the Republic of Moldova and within the project “Support health security, preparedness planning and crisis management in EU, EU accession and neighbouring (ENP) countries” with support of the European Commission, Directorate General for Health and Consumers (DG SANCO).
